Ronald
L . Carlberg

Mr. Carlberg has over 35 years of experience in
international and marketing business practices in
the aerospace/defense, medical, and telecommunications
fields.
He is currently the President of Global Marketing
and Development (GMD) Solutions, Inc., and a member
of the Board of Directors of M2 Global, Inc. Prior
to joining GMD Solutions, he was senior vice president
of IPAC, Inc. an international marketing and consulting
company, and director of government business development
with Sears World Trade.
In his government career, Mr. Carlberg (serving
as an Air Force colonel) was Special Assistant for
International Arms Cooperation to the Under Secretary
of Defense for Acquisition and Director, International
Acquisition, for the Department of Defense.
Previously, he was Assistant for Contracting
and Acquisition Management to the Assistant Secretary
of the Air Force. He also served in
key procurement management staff positions with
the Air Force Systems Command and Headquarters,
US Air Force, where he was responsible for acquisition
policies related to weapon systems (the F-5E, F-15,
F-16, C-141, C-130, C-17, and Maverick, among others). He
began his military career as a contracting officer
responsible for negotiating, writing, and administering
Air Force research and development and production
contracts.
Mr. Carlberg has a broad range of experience in
commercial and government acquisition and project
development activities, with an emphasis on structuring
complex multinational programs. He was
personally responsible to the Under Secretary of
Defense for a variety of special arms cooperation
projects with allied countries, and his office was
responsible for the basic policy on co-deployment,
co-production, and other international cooperative
programs.
In the course of his career, he worked directly
with foreign governments, industry executives, members
of Congress, and other government agencies on international
agreements. In the 1970s and 1980s he
participated on the Secretary of Defense teams that
drafted and negotiated the Multinational F-16 Fighter
Program with Belgium, Denmark, the Netherlands,
and Norway; the F-18 program with Australia; and
several other large programs.
At GMD Solutions he is responsible for government
business, marketing, international counter trade
transactions, consulting, and project development
activities. For over 18 years he has
worked with numerous companies, both large and small,
to develop new business and projects. Mr.
Carlberg is a Certified Professional Contracts Manager
and a member of the District of Columbia and Federal
Bar Associations.
